Chile\u2019s political landscape has shifted following widespread social unrest beginning in late 2019. Chileans twice rejected proposed new constitutions (in September 2022 and December 2023), and President Gabriel Boric has stated there will be no third attempt during his term; the 1980 Constitution remains in force.<\/h4><h4 data-start=\"1137\" data-end=\"1735\">The business community is closely watching the government\u2019s reform agenda. Key government proposals are underway in tax policy (including reforms to exemptions, capital gains rules, and tax burdens), pension reform has recently been approved after long delays, and substantial efforts are being made to speed up permitting for investment- and infrastructure-related projects\u2014proposals to reduce environmental and sectoral permitting times by 30-70% are in process or have been passed.<\/h4><h4 data-start=\"1737\" data-end=\"1800\">Some of the perceived and actual risks are captured as follows:<\/h4><h4>\u00a0<\/h4><h4><a href=\"https:\/\/britcham.cl\/es\/doing-business-in-chile\/chile-market-overview\/political-economic-environmental\/#political_risk\">POLITICAL RISK<\/a><\/h4><h4><a href=\"https:\/\/britcham.cl\/es\/doing-business-in-chile\/chile-market-overview\/political-economic-environmental\/#economic_risk\">ECONOMIC RISK<\/a><\/h4><h4><a href=\"https:\/\/britcham.cl\/es\/doing-business-in-chile\/chile-market-overview\/political-economic-environmental\/#environmental_risk\">ENVIRONMENTAL RISK<\/a><\/h4><h4><a href=\"https:\/\/britcham.cl\/es\/doing-business-in-chile\/chile-market-overview\/political-economic-environmental\/#social_risk\">SOCIAL RISK<\/a><\/h4><\/div><\/div><div class=\"image-container bottom_in\"><img decoding=\"async\" class=\"special_lazy \" src=\"https:\/\/britcham.cl\/cms\/wp-content\/uploads\/2022\/04\/FICH_2016_EFE_0054-3000-scaled.jpg\" data-lazy=\"https:\/\/britcham.cl\/cms\/wp-content\/uploads\/2022\/04\/FICH_2016_EFE_0054-3000-scaled.jpg\"  alt=\"FICH 2016 EFE 0054 3000 Scaled\"  title=\"Political, Economic &amp; Environmental\" \/><\/div><div class=\"wswig actual_content bottom_in\">\u00a0<\/div><div class=\"container_small with_space\"><div class=\"wswig actual_content bottom_in\"><h4>\u00a0<\/h4><h4 id=\"political_risk\" class=\"p1\"><span class=\"s1\">Political Risk<\/span><\/h4><h4 data-start=\"124\" data-end=\"726\">The constitutional process that began with a community-led convention in 2020 has now concluded after two separate proposals were rejected at the polls (in 2022 and 2023). As a result, Chile continues to operate under the 1980 Constitution, and President Gabriel Boric has confirmed that no further constitutional attempts will be made during his term. Nevertheless, the social demands that gave rise to the process remain, particularly regarding the state\u2019s role in pensions, health, education, and social protection, as well as the call for more robust sustainability and climate change provisions.<\/h4><h4 data-start=\"728\" data-end=\"1108\">Many analysts maintain that, despite these pressures, Chile\u2019s political and economic structure is unlikely to undergo radical change in the near term. The country continues to operate within a democratic framework, guided by the rule of law and its international treaty obligations, which provide an important layer of continuity and predictability for businesses and investors.<\/h4><h4>\u00a0<\/h4><h4>\u00a0<\/h4><h4 id=\"economic_risk\" class=\"p3\"><span class=\"s1\">Economic Risk<\/span><\/h4><h4 data-start=\"122\" data-end=\"454\">Chile\u2019s sovereign wealth funds \u2014 the Pension Reserve Fund (PRF) and the Economic and Social Stabilization Fund (ESSF), established in 2006-2007 \u2014 continue to play a central role in stabilising fiscal revenues, smoothing public spending, supporting social protection, and amortising public debt.<\/h4><h4 data-start=\"456\" data-end=\"940\">The Central Bank of Chile, while facing elevated inflation in recent years, has made progress bringing inflation down: inflation eased to about\u00a0<strong data-start=\"600\" data-end=\"616\">4.3% in 2024<\/strong>, down from higher levels in 2022\u201323, although it remains above the target of ~3%. Public debt has increased compared to the pre-pandemic period: as of recent estimates, public debt is around\u00a0<strong data-start=\"846\" data-end=\"863\">39-40% of GDP<\/strong>, higher than what it had been in 2019.<\/h4><h4 data-start=\"942\" data-end=\"1325\">Chile\u2019s ranking in \u201cEase of Doing Business\u201d has slipped from its earlier peaks; while historically praised for strengths in enforcing contracts, protecting minority investors, and for relative ease in starting a business, recent political uncertainty, regulatory changes, and delays in permitting have raised concerns for the business community.<\/h4><h4 data-start=\"1327\" data-end=\"1389\">However, Chile still carries several important economic risks:<\/h4><ul data-start=\"1391\" data-end=\"2215\"><li data-start=\"1391\" data-end=\"1582\"><h4 data-start=\"1393\" data-end=\"1582\">Its heavy dependence on copper exports and demand from its largest market, particularly China; fluctuations in copper prices have a large effect on fiscal revenues and export performance.<\/h4><\/li><li data-start=\"1583\" data-end=\"1754\"><h4 data-start=\"1585\" data-end=\"1754\">Gaps in research, innovation, and productivity growth; Chile has been working to strengthen innovation policies but lags in some indicators compared to peer countries.<\/h4><\/li><li data-start=\"1755\" data-end=\"1999\"><h4 data-start=\"1757\" data-end=\"1999\">Regulatory and permitting processes \u2014 especially for mining, energy, and infrastructure projects \u2014 which remain complex, sometimes slow, and subject to political or environmental review processes that can introduce delays and cost overruns.<\/h4><\/li><li data-start=\"2000\" data-end=\"2215\"><h4 data-start=\"2002\" data-end=\"2215\">Labour relations and social expectations: strikes, protests, and demands for higher wages or better working conditions continue to pose risks of disruption, especially in strategic sectors like mining and ports.<\/h4><\/li><\/ul><h4 data-start=\"140\" data-end=\"193\">Chile 2025: Key Numbers (latest public projections)<\/h4><ul data-start=\"195\" data-end=\"1565\"><li data-start=\"195\" data-end=\"373\"><h4 data-start=\"197\" data-end=\"373\"><strong data-start=\"197\" data-end=\"223\">Real GDP growth (\u201925):<\/strong>\u00a0<strong data-start=\"224\" data-end=\"237\">~2.0\u20132.5%<\/strong><br data-start=\"237\" data-end=\"240\" \/>IMF \u201cAt a Glance\u201d 2.0%;
